OUSSSC is the Odisha Uniformed Services Staff Selection Commission — the state government's new single recruitment body for police and other uniformed posts. If you want a job in the Odisha Police, the Excise Department, or the Forest Department, OUSSSC is the commission that will run your recruitment from now on. It was created after the Odisha Police sub-inspector recruitment scam of 2024–25, when the old department-led exams collapsed under a CBI probe. This page explains what OUSSSC is, which posts it covers, who runs it, and what aspirants should watch for next.
Quick facts
- Full name: Odisha Uniformed Services Staff Selection Commission
- Created by: Odisha Cabinet decision, November 21, 2025
- Formally constituted: December 5, 2025 (gazette notification)
- First chairman: Rashmi Ranjan Swain, retired IPS officer and former DGP of Jammu & Kashmir (appointed March 14, 2026)
- Works under: General Administration & Public Grievance (GA & PG) Department, Government of Odisha
- Headquarters: Bhubaneswar
- Covers: Odisha Police and uniformed posts in the Home, Excise, Forest, Environment & Climate Change, and Commerce & Transport departments
- Official sources: ga.odisha.gov.in and odisha.gov.in
Why OUSSSC was created
Before OUSSSC, each department ran its own recruitment. The Odisha Police recruited sub-inspectors through its own board, the Excise Department handled its constables, and so on. That system broke down in 2024–25 during the recruitment for 933 sub-inspector posts in the Odisha Police.
Paper leaks and malpractice surfaced, the examinations were cancelled three times, and the CBI took over the investigation. 126 people were arrested, including 114 aspirants. Lakhs of candidates who had prepared for months were left in limbo, and public trust in department-run recruitment hit rock bottom.
The state government's answer was structural: take recruitment for uniformed posts out of individual departments and hand it to one independent commission. The cabinet cleared the proposal on November 21, 2025, and the commission was formally constituted through a gazette notification on December 5, 2025. What posts OUSSSC recruits for
OUSSSC handles recruitment for uniformed services across five departments:
- Home Department — Odisha Police posts, including sub-inspectors, constables, and other uniformed ranks
- Excise Department — excise constables and related uniformed posts
- Forest, Environment & Climate Change Department — forest guards, foresters, and other field staff
- Commerce & Transport Department — uniformed enforcement posts
The exact post list for each recruitment cycle will come through official notifications. The commission's job is to run the whole cycle — advertise vacancies, take applications, conduct written exams, physical tests, and interviews where applicable, and publish final merit lists.
How the recruitment process works now
The broad shape of a government recruitment cycle stays familiar: notification, online application, admit card, written examination, physical measurement and efficiency tests for uniformed posts, document verification, and a final merit list. What OUSSSC changes is who runs it — one commission, one set of rules, one chain of accountability — instead of each department doing it its own way.
For aspirants, the practical difference is simple. You no longer track five different department websites for five different exam calendars. When OUSSSC announces a cycle, the notification, syllabus, and schedule come from one place, and the process is designed to be uniform across departments. Our guide to how the OUSSSC selection process works walks through each stage in detail.
Chairman and leadership
The commission's first chairman is Rashmi Ranjan Swain, a retired IPS officer who earlier served as Director General of Police of Jammu & Kashmir. He was appointed on March 14, 2026. Picking a senior retired police officer with no ties to the state cadre was a deliberate signal — the government wanted the commission's leadership to be seen as independent of the departments it now recruits for.

Frequently asked questions
When will OUSSSC release its first recruitment notification?
As of October 2026, the commission has not announced its first notification. The chairman's appointment in March 2026 was the last major milestone. Aspirants should watch the official sources — ga.odisha.gov.in and odisha.gov.in — and not trust viral "notification out" claims on social media. We track what to watch for in the first OUSSSC notification: what aspirants should know.
How do I apply for OUSSSC recruitment?
Applications will be online through the official portal named in each notification. The standard cycle is: read the notification carefully, check you meet the eligibility (age, education, physical standards), fill the online form before the deadline, and download your admit card when released. Never pay anyone who claims they can get you selected — that is exactly the kind of racket OUSSSC was created to kill.
Does OUSSSC replace OSSC and OPSC?
No. OSSC (Odisha Staff Selection Commission) and OPSC (Odisha Public Service Commission) continue to handle their own recruitments. OUSSSC covers only uniformed services posts in the five departments listed above.
Where do official OUSSSC notices appear?
On ga.odisha.gov.in (the GA & PG Department site, which issued the commission's gazette notification) and odisha.gov.in. Treat any notice, PDF, or "apply now" link that does not trace back to these as suspect.
